So it serves to inform us of Jacks and Ashi's personalities, kick starts the theme of the episode, and logically sets up Jack and Ashi's companionship, and moved along Jack's character arc: Ashi gives him hope. She's defiant, and that gives Jack hope where he previously had nothing.

On some level her programming didn't take hold we see she hasn't internalized it because she has such strong negative feelings about it. She endures her past, her past was something she had to go through. On top of that, she harbors doubt about her past. She isn't cold and dead inside like a machine. It shows that first and foremost she has emotions. Her emotional outburst is really telling for Jack. Why should he give her the time of day? She might just turn around and kill him in his sleep, or draw attention to him, because in his mind her changing her mind is not an option. She is an organic machine, too deeply programmed to even let her save his life. As a result, Jack assumes there is no hope for her. Voices in his head periodically showed up to encourage abandoning her. In the same day she and her sister tried to kill him. Jack spent all of last episode being abused by Ashi as he was trying to save her life, she's raved at him like a lunatic three times in a day. He assumes the worst about everything, and is adamant about there being no hope. We see how far his pessimism and depression has grown. The theme of this episode is showing how far Jack has fallen, and this scene is what weaves that into the current character perception. Especially for displaying Jack's mentality. It's an important character moment between jack and Ashi.
